Joel Davis, PE
President
Joel Davis is the President of RHD Services Inc. He has over 35 years of experience in the construction industry. This includes 10 years as owner of a contracting company, four years working for Arthur Andersen & Deloitte on construction related consulting projects and over 20 years in the utility locating industry.
This includes managing projects at various airports, college and corporate campuses, manufacturing facilities, military bases and correctional facilities.
Appointed by Governor Sonny Purdue in 2005, Mr. Davis currently serves on the Georgia Utility Facility Protection Act Advisory Committee to the Georgia Public Service Commission as the Utility Locator representative. This committee hears appeals to Georgia Dig Law cases.
Mr. Davis co-authored an article on Ground Penetrating Radar that was published by The Georgia Engineer. He also gives presentations to professional organizations & engineering companies on Subsurface Utility Engineering (SUE), Utility Locating Techniques and the Georgia Dig Law.
Robert H. Davis, PE, Founder
Mr. Davis was president/owner of plumbing and mechanical contracting businesses for 25 years prior to opening RHD Services in 1990. These entities engaged in the design and installation of plumbing and mechanical systems.
Mr. Davis was co-founder and first President of the Underground Utilities and Leak Locators Association, a national association promoting professionalism and training in providing utilities locating and leak detection services.
Mr. Davis has provided training programs and presentations to engineering firms and associations on “The Techniques, Capabilities and Limitations of Underground Utilities Locating and Mapping”.
Lesa Franitza, Office Manager
Lesa Franitza has been with RHD since 2006. The office manager is an important position with many responsibilities. Some of these responsibilities include accounts receivables, human resources, invoicing, company reports, proposals, scheduling for the technicians, managing other office personnel and more.
Lesa directs and coordinates office services and related activities, including developing and supervising various programs for the field technicians and their equipment.
